Using an ice cream scoop or large spoon, remove watermelon flesh from rind and place in a blender or food processor. Puree and pour through a fine-mesh strainer or coffee filter to remove lingering solids; you should be left with about 4 cups of juice. Mix watermelon juice with cucumber vodka, Balsamic Vinegar, and rosemary simple syrup. Chill until ready to serve.
To serve, mix one part watermelon-vodka mixture with one part lemon-flavored sparkling water. Stir and serve over ice, garnishing with chunks of watermelon, lemon wedges, or sprigs of rosemary if desired.
* To make rosemary simple syrup: In a small saucepan, combine 1 cup water, 1 cup white sugar, and 1 cup coarsely chopped fresh rosemary. Bring to a boil, stirring frequently, until sugar is completely dissolved. Allow to cool before straining and discarding solids. Syrup can be stored in an airtight container in the refrigerator for weeks.
